MEC Nono Maloyi engages with municipalities on issues related to service delivery

MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Nono Maloyi convened a special session with all municipalities in the province for a detailed progress report on issues related to service delivery and infrastructure grants spending.

Addressing Mayors, Municipal Managers and Chief Financial Officers and other stakeholders at the weekend, MEC Maloyi said most municipalities are unable to uphold their constitutional mandate of providing services to the communities. He maintains constant engagement sessions will assist the department to track the performance of municipalities in order to provide the necessary support to ailing municipalities.

MEC Maloyi cautioned municipalities against using infrastructure grants for unintended purposes. “These grants must be used for infrastructure development such as the provision of water and sanitation, roads, storm water facilities. The usage of infrastructure grant for unintended purposes impacts negatively on service delivery.

He called on Mayors to strengthen their oversight role in terms of expenditure performance on infrastructure grants and to further expedite service delivery.

“Mayors must ensure that all these grants are not mismanaged or misappropriated and consequence management must be enforced where necessary”, he said.

He further urged municipalities to prioritise the filling of vacant positions of senior managers. He said the poor performance of municipalities and poor expenditure on infrastructure grants can mostly be attributed to unavailability of managers in critical positions. “All vacant positions of senior managers must be filled by the end of May”, he said.
