DPSA Notes GEMS Contribution Adjustment

Pretoria: Public Service and Administration Minister, Inkosi Mzamo Buthelezi, has noted the recent announcements by the Government Employees Medical Scheme (GEMS) and organised labour regarding the adjustment of the 2026 contribution increase. The Minister highlighted that the discussions leading to this outcome involved intensive engagements, occasionally reaching an impasse between the scheme and organised labour.

According to South African Government News Agency, the Department of Public Service and Administration (DPSA) explained that these engagements were marked by GEMS's need to maintain its fiduciary responsibility for long-term financial sustainability and organised labour's concerns about affordability for public servants. This deadlock prompted structured intervention by the Minister, representing the employer. The aim was to balance sustainability and affordability, ensuring neither was overlooked.

The DPSA detailed that the Minister's efforts created a platform for constructive dialogue, encouraging GEMS to reconsider its position within a socio-economic framework. This led to a revised weighted contribution increase of 7.5%, down from the initial 9.5%, providing relief to members.

The Ministry underscored that this outcome arose from a convergence of perspectives rather than one viewpoint prevailing. It highlighted the importance of active employer involvement in socio-economic issues affecting public servants and institutional sustainability. The Minister also acknowledged the need for ongoing engagement on issues like affordability, governance, and transparency.

The DPSA committed to working with stakeholders to address these matters sustainably. The Minister stressed the importance of evolving engagement between GEMS and organised labour towards a proactive, transparent model to prevent future conflicts.

The department reiterated its commitment to safeguarding public servants' interests while ensuring GEMS remains financially sound and aligned with its mandate. The Minister thanked stakeholders for their participation and urged continued cooperation for the benefit of public servants and their families.
