Financial mismanagement at AFH and several violations in land allocation (HCCAF report)


The recently published 28th report of the High Committee for Administrative and Financial Control (HCCAF) for 2022 revealed that several overruns were recorded at the Agence Fonciére de l’Habitat (AFH) between 2013 and 2017, as well as in subsequent years.

The report states that these violations are related to the illegal use of financial resources, in addition to irregularities related to the distribution of plots and the granting of bonuses to staff. According to the same source, 370 offences have been committed since 2013.

For example, some CEOs illegally received bonuses ranging from 378 dinars to 15,818 dinars for competitive examinations, in violation of the law in force.

The report also noted the creation of structures that did not exist in the organisation chart. It also noted that AFH had carried out several direct recruitments in 2016 and 2017 (100% of the total number of recruitments in 2017), which did not guarantee equal opportunities or the minimum qualifications required for the employees r
ecruited.

The HCCAF also noted the regularisation of the administrative and financial situation of some employees without legal or regulatory justification, such as taking into account years of seniority outside the agency and diplomas obtained after the date of recruitment.

According to the report, 280,000 dinars were earmarked for competition commissions and 15,818 dinars were unjustifiably granted to a trade unionist.

In addition, AFH spent more than 64,000 dinars per year between 2018 and 2019 to pay the rent of regional managers as salary supplements without any legal basis, in addition to the additional and illegal expenditure of 244,935 dinars on scholarships for staff children.

The report indicates that the 5% quota reserved for AFH staff in the allocation of plots of land has been exceeded, reaching 7% in the Les Jardins de Tunis-Manouba housing estate (1st tranche), in addition to infringements related to non-compliance with the non-ownership condition set by the Board of Directors on April21, 1
