North West MECs to Discuss Financial Recovery with Kgetleng-Rivier Council

North west: North West Finance MEC Kenetswe Mosenogi and Cooperative Governance and Traditional Affairs MEC Oageng Molapisi are set to engage the Kgetleng-Rivier Municipal Council on the revised implementation approach for the municipality's Financial Recovery Plan during a special council sitting on Wednesday. This meeting is part of ongoing discussions with municipalities required to implement Financial Recovery Plans under Section 139(5)(c) of the Constitution, in conjunction with the Municipal Finance Management Act.

According to South African Government News Agency, the provincial government's 2026/27 support program for municipalities includes a comprehensive review and recalibration of Financial Recovery Plans, as announced by Mosenogi. The revised approach focuses on key recovery interventions to address financial distress in municipalities, aiding their transition from rescue to financial and institutional stability.

The special council sitting will enable Provincial Treasury and Cooperative Governance and Traditional Affairs (CoGTA) to present the updated Provincial Executive Representative (PER) Terms of Reference and brief councillors on the new implementation strategy. This includes revised reporting, monitoring, and accountability processes.

The engagement with Kgetleng-Rivier follows a similar meeting at Madibeng Local Municipality last week. During the Madibeng council meeting, the provincial government introduced the revised PER Terms of Reference, aiming to enhance financial sustainability, governance, and service delivery in municipalities under mandated financial intervention.

Mosenogi emphasized that the intervention seeks to restore financial stability, strengthen governance, and improve service delivery, requiring cooperation from both the council and municipal administration. Molapisi added that the revised Terms of Reference empower the Provincial Executive Representative to lead governance reforms, enhance financial management, and oversee the implementation of the Financial Recovery Plan with support from a multidisciplinary CoGTA team.
