Pretoria: The South African Local Government Association (SALGA) is urging the public to engage in shaping the future of local governance by contributing feedback to the Reviewed Draft White Paper on Local Government. This initiative is part of an effort to redefine the next phase of local governance in South Africa.
According to South African Government News Agency, this call to action follows the release of the draft document for public comment by Velenkosini Hlabisa, the Minister of Cooperative Governance and Traditional Affairs. Stakeholders have been given a three-week period, until May 28, to submit their views. The publication of this white paper is a result of an extensive consultation process that began with a discussion document released in April 2025.
SALGA, with support from the Dullah Omar Institute at the University of the Western Cape, has submitted comprehensive proposals aimed at shaping the review. The Reviewed Draft White Paper can be accessed online at: https://tinyurl.com/ycyran3p. SALGA President Bheke Stofile noted that the review of the 1998 White Paper on Local Government is crucial, as the system has not consistently functioned as intended despite laying a strong foundation over nearly three decades.
Stofile highlighted that SALGA's focus during the review has been on practical reforms that build on existing strengths while addressing ongoing challenges. The proposals aim to transform the local government system without losing previous gains, ushering in a new era of effective, responsive, and accountable governance.
Stofile emphasized the importance of public participation from civil society, state institutions, traditional leadership, business, labor, and all interested stakeholders in this significant process that will shape local governance for future generations. SALGA is encouraged that many of its proposals have been included in the gazetted draft.
Key proposals from SALGA reflected in the draft White Paper include creating fit-for-purpose municipal structures, implementing differentiated powers and functions, strengthening governance and accountability, professionalizing municipal administration, enhancing community participation, and improving fiscal sustainability.
