South Africa Commences Comprehensive Review of 1998 Local Government White Paper


Pretoria: The South African government has embarked on a comprehensive review process of the 1998 White Paper on Local Government, a move seen as pivotal in addressing the myriad challenges facing local governance while aligning with the aspirations of all South Africans for a more effective and participatory democratic system.



According to South African Government News Agency, the significance of this review is far-reaching, impacting governance, community engagement, and socio-economic development. The 1998 White Paper laid the foundation for developmental local government, marking a transformative step in South Africa’s democracy by expanding access to basic services and fostering collaboration and community participation. However, in the years since, many municipalities have faced significant challenges, including inefficiencies, corruption, and a resultant erosion of public trust.



The review, officially launched on 19 May 2025, seeks to adapt local governments to a rapidly changing world marked by urban growth, climate challenges, and digital transformation. Central to this effort is the need to restore public trust, which necessitates accountability and a willingness to address past mistakes. The review raises critical questions about ensuring qualified and accountable leadership, restoring fiscal discipline, and empowering traditional leaders and rural communities without compromising constitutional principles.



In recognition of the urgent and strategic nature of this review, the process aims to enhance accountability and transparency in local governance. By promoting participatory governance, the review empowers communities to engage actively with local institutions, fostering transparency through open budgeting processes and public consultations.
