SIU Launches Investigation into Alleged Corruption at Theewaterskloof Local Municipality

Pretoria: The Special Investigating Unit (SIU) is set to investigate allegations of maladministration, corruption, irregular expenditure, and improper loss of public funds at the Theewaterskloof Local Municipality in the Western Cape. This follows the authorization by President Cyril Ramaphosa, aimed at recovering any financial losses incurred by the municipality.

According to South African Government News Agency, the investigation will focus on the procurement processes related to the acquisition of 14 backup electricity generators intended for boreholes and water pump stations during the 2022/23 financial year. The areas under scrutiny include Grabouw, Greyton, Caledon, Villiersdorp, Botrivier, Genadendal, Tesselaarsdal, and Riviersonderend.

The SIU will examine the fairness and legality of payments made for these generators, assessing whether the procurement process was competitive, transparent, and cost-effective, and complied with relevant legislation and guidelines issued by National Treasury or the Provincial Treasury.

In addition to scrutinizing procurement processes, the investigation will extend to any improper or unlawful conduct by municipal officials, service providers, or other entities in relation to these allegations, spanning the period from 1 October 2022 to 21 August 2026.

The SIU aims not only to address current issues of maladministration, corruption, and fraud but also to identify systemic failures and recommend preventive measures. Under the Special Investigating Units and Special Tribunals Act, 1996, the SIU holds the authority to investigate, initiate civil proceedings in the Special Tribunal, and recover any financial losses suffered by the state.
