Telkom Towers Redevelopment RFI Issued by Department of Public Works

Pretoria:The Department of Public Works and Infrastructure has issued a Request for Information (RFI) for the redevelopment of the Telkom Towers Precinct, inviting the private sector to provide input on refurbishing and upgrading the asset for productive use.

According to South African Government News Agency, this RFI is a key milestone in the department's reform agenda, aiming to repurpose public assets through private sector investment. The initiative is part of a broader strategy to change the government's approach to large-scale infrastructure projects by engaging stakeholders beyond the government to unlock the potential of State-owned assets.

Respondents to the RFI will be required to assess technical approaches for refurbishing and upgrading the asset to align with regulatory and governmental accommodation standards. The evaluation will also explore potential Public-Private Partnership (PPP) delivery models, including contract structuring, packaging, and lifecycle approaches.

Upon conclusion of the RFI process, the department will use the received responses to develop the Request for Qualification (RFQ) stage. This stage will identify companies that are technically and financially capable of undertaking the redevelopment, after which qualified bidders will be invited to respond to a Request for Proposals (RFP) to rehabilitate, operate, and ultimately transfer the facility back to the state.

Public Works and Infrastructure Minister Dean Macpherson emphasized that the RFI publication is a significant step towards unlocking the potential of Telkom Towers and leveraging private sector participation in redeveloping State assets. The goal is to understand what is technically feasible, commercially viable, and financially sustainable, ensuring value for money for the State while drawing on market expertise to transform the underutilized asset into a productive precinct for the benefit of the government and the people of South Africa.
