Pretoria:National Treasury has announced an invitation for public, financial institutions, and other stakeholders to comment on proposed guidelines for a Climate Transition Planning and Disclosure Framework aimed at financial institutions in South Africa.
According to South African Government News Agency, the consultation paper is designed to establish a foundational framework to guide financial institutions in crafting credible and effective transition plans. It aims to offer clear and practical guidance to help the financial sector address climate-related risks and opportunities, aligning with South Africa’s broader climate and development objectives.
The proposed framework acknowledges the necessity for South Africa to transition towards a low-emission, climate-resilient economy by addressing climate change mitigation, adaptation, and ensuring a just transition. It aims to align with international best practices while considering the nation’s specific circumstances, policy priorities, and sectoral realities.
National Treasury emphasized the crucial role financial institutions play in mobilizing and directing finance towards the country's climate transition. South Africa's investment needs for mitigation, adaptation, and a just transition are estimated to average 4.4% of the gross domestic product annually through 2050.
The consultation paper outlines a structure centered on three key areas the conceptual and policy foundations, the South African context, and policy proposals. Treasury is seeking feedback from a wide range of stakeholders on the framework’s proposed direction and design to ensure its practicality and responsiveness to national circumstances.
Comments on the consultation paper can be submitted to Vukile Davidson at [email protected] by 10 December 2026. Stakeholders are encouraged to provide specific and practical recommendations to support credible and effective transition planning within the financial sector.
